No, this is not possible for validators to filter transactions. there are some responsibilities for validators. one of the responsibilities is to sign all valid checkpoints transactions. visit polygon validator docs to check operations and responsibilities: https://wiki.polygon.technology/docs/maintain/validate/validator-responsibilities.
